I disagree with your disagreement 
Not continuing the current agreement doesn't prevent a whole separate agreement from being created.
The problem is the Big 12 has been a dead conference for a while. Can they squeeze more blood out of the turnip? Maybe, but at some point, there won't be any left.
If I'm the remaining 8 schools. I band together, force them to pay the exit fee, then everyone jumps ship to where ever they are end up. At least you get a going away bonus!
It will be interesting to see what kind of pressure other conferences put on the remaining schools. Take Kansas for instance. If the B10 comes knocking, do you say, "We want in, but we have to wait a year or two". Will the offer still be good in a year or two or does the B10 say now or never.
