What teams would you want annually?

If you're in the West then you keep your division games (adding Texas) and the East does the same (adding OU)
Texas and Texas A&M play every year as does Texas and OU (crossover).
Setup a rotation for both schools to play teams in the other division just like you do now.
You don't have to make this difficult.

Because you are rotating thru the entire conference so quickly, there's not a lot of strategic advantage in picking, so pick who you think would be a great rival that would agree to pick you.
