Schools get more money from out of state students so they make big efforts to recruit them.

But SCLib is right. The school shouldn't exist to cater to the Out of Staters. It exists for the locals. Full. Stop.
When USC goes out of its way to recruit others, many times those kids from Ohio and New Jersey don't leave. That changes the demographics of the state.
