I’m no GM but it makes no sense to spend every dime allotted if the roster can be had for less than the allocation. In fact, that opens up more spending opportunities in the future.

They would've ended up spending more if JQ had stayed and Bediko would’ve left in time to get someone like Kel’El ware.
