OT: Advice from those with knowledge about higher ed

So my child wants to do a study on the differences in educational costs at universities in Arkansas. When looking at the web sites of all state private/public universities... one term keeps coming up constantly.
Institutional vs non-institutional. These costs are different from one another. Can anyone give me some guidance on what the difference is? We have googled, looked at an education bill enforcing certain financial policies (books at institutional vs non institutional rates) but can't find a definitive answer on this.
Anyone have a clue? thanks.

Most schoools will quote you a total cost of attendance that includes room and board. Only the tuition and fees are included in institutional costs. You can get your room and board from a number of different sources.

Now this makes sense... Absolutely. TY, Because you can still get financial aid for non institutional costs... but they vary. You would think that I could have figured that out on my own. lol. Been a few years since I was in college and staying in the dorm was required.

Also the few that I looked at with my kid had tuition trackers where you can pick the degree program, number of credit hours, housing, food plan and it would give you the cost.

If they are looking at the U of A I would suggest that they go ahead and stay on campus the first year until they are used to Fayetteville.
After that maybe look into staying off campus. Rent has gone up quite a bit in town, but it is still pretty darn cheap compared to most college towns. With the free public transit that runs throughout the city they won't have to worry about the hassle of finding a parking space (which can be a nightmare).
Just based on the towns themselves I would lean towards something in Conway or Fayetteville.

Collegeboard.org used to be good. Id suggest waiting until after the new year and call admissions offices to get a rough estimate of costs. See if they provide books (rent) or if you have buy them. See how much cost of living is and meal plans. Ask what fees are they will also be paying for.
