Nah, the smaller bowls maybe, but the six top-tier bowl games were almost always a big deal before the playoffs made them a consolation prize.

There are plenty of examples of superior teams not showing up to major bowl games because they didn't get in the playoff or BCS championship game. Bama vs Utah in the 2008 season or UF vs Louisville in the 2012 season, or even Georgia 2 years ago vs Texas.
