All of the major roads like Airline Highway and any other state Road in the parish are handled by the state. The parish can only take care of the roads that are owned by the parish. The parish is currently working on a contract with DOTD to start to maintain those roads but until that passes it is up to the state to handle it.

This is my understanding. Highway 190 in St. Tammany, for instance, is a state highway. I've called the parish once to ask the it was looking like such a dump...litter, medians growing 3 feet high, and they just said "that's a state highway, you'd have to call DOTD."

So does this mean that a parish is 'not allowed' to maintain state roads? Why can't a parish come in and work in conjunction with the DOTD to provide additional maintenance for certain roads?
