The NCAA Division I Football Oversight Committee is set to expand the 25-man signing limit to a maximum of 32, according to a report from Sports Illustrated's Ross Dellenger on Tuesday.

Raising the limit is viewed as a necessary counterbalance to the 1-time transfer waiver, where players can leave and play immediately and possibly leave their old programs in a lurch.

Until now, programs have been limited to 25 initial counters. Once approved, coaches could replace each out-bound transfer with an in-bound transfer, up to seven players.

One of the key drivers for political action here was the industry's fear that fewer and fewer players would be signed directly out of high school.

The way the system is currently constructed, coaches are incentivized to take transfers over a high school recruit, given the transfer is older and more likely to contribute immediately, has already adjusted to college life and, crucially, is more "locked in" to your program since he will have already used his waiver to join your program.

This waiver would not pit high school players against transfers for scholarship offers.

Normally, when you’re going in there trying to get that veteran, that quick fix, you go to junior colleges. It had to hurt them some. Obviously, us and everybody else that elects to go that route is still going to recruit J.C kids, but I think it might have hurt them with the portal more than anybody.”

“Well, right now the numbers are – what’s the word – fluid?,” Pittman said. “I think anybody is this way, to be honest with you. How many guys are going to go in the portal? How many COVID seniors, how many can you get back? That’s going to cost you a number this year where it didn’t before. How many do you want back? I think there’s so many areas of – how many scholarships are you really going to have to fill out 85? I think you probably just keep recruiting for this class, and if you’ve got a guy you go, ‘Man we just have to have,’ not a think we can develop this kid, this is a sure enough, I think you take him and then you just kind of figure it out. Because I have no idea – we’re going to ask several guys to come back that are seniors, we’ll ask several of them to come back and I don’t know how many we’ll get back. Sure helped our football team this year. If we want them back, we’re going to ask them to be in that 85, but it’s just – I tell you, it’s scary a little bit because you just don’t know. What we’re doing right now in our 2022 class, we’re just recruiting like heck, and if we can get one of them that’s going to make a difference we’re going to take him and figure it out later. And that’s the honest answer, I don’t know how else to answer.”

It was a big few days for Sam Pittman. Arkansas not only earned bowl eligibility with a 31-28 win over then No. 17-ranked Mississippi State on Saturday, but was able flip the state's top-ranked senior from Oregon earlier in the week when Top247 wide receiver Isaiah Sategna announced that he's planning to stay close to home.

Pittman, who was known for his recruiting prowess while at Georgia, quietly signed the nation's No. 25-ranked recruiting class last cycle. Now, he's in position to bring another top 25-ranked group as the Razorbacks currently hold the No. 19-ranked class with just over five weeks until it's time for pen meets paper.

What's also notable about Arkansas' recruiting efforts at the moment is just how much Pittman's staff is already peaking ahead to future recruiting cycles. On Saturday, the Razorbacks hosted a number of notable 2023s including Top247 safety Brenden Jordan, Top247 quarterback Malachi Singleton, three-star running back Drew Pickett and offensive lineman Connor Stroh according to HawgSports. They also landed a commitment from 2024 running back Braylen Russell and entertained a few other high-profile 2024s like Top247 athlete KingJoseph Edwards, quarterback DJ Lagway and offensive lineman Vinny Winters.

Pittman knew when he was hired that it wasn't going to be easy to compete in the SEC West, but he's doing his best to try and close the talent gap with high-upside recruits like Sategna, who made 247Sports' inaugural "freaks list" back in August.

Jadon Haselwood transferring to Arkansas

Former Oklahoma wide receiver Jadon Haselwood is transferring to play for the Arkansas Razorbacks. Haselwood announced his decision on Sunday after wrapping up his visit on Sunday.

Haselwood is a native of Ellenwood (Ga.) Cedar Grove, where current Arkansas running backs coach Jimmy Smith served as head coach between 2013-18.

The former No. 4 overall prospect in the nation played in 13 games as a true freshman in Norman (Okla.), recording 19 catches for 272 yards and a touchdown while also rushing three times for 14 yards.

As a sophomore in 2020, Haselwood made four receptions for 65 yards in three games played, missing the first six of the season while recovering from an injury. He also missed two other games later in the year.

This season, Haselwood led the Sooners in receptions with 39 for 399 yards and 6 touchdowns, which included a 3-touchdown performance against TCU on October 16.

Haselwood entered the transfer portal on November 29 in the wake of Lincoln Riley’s departure for USC.

"It was a childhood dream of mine to be a Sooner and I'm blessed to have been able to live that out," Haselwood said in a statement on Instagram Monday evening. "After careful consideration, and due to many factors, I've decided that I'll be entering the transfer portal. Thank you to all those who have supported me. I am proud of the growth I've had during my time at Oklahoma and I look forward to building on that next season in a new program."

Haselwood could be viewed as a key target for an Arkansas offense that is likely to lose projected first-rounder Treylon Burks at wide receiver. The Hogs will also lose three more of their top pass catchers from 2021 in Tyson Morris, De’Vion Warren, and tight end Blake Kern.

As a recruit, Hasselwood was a consensus five-star, the No. 4 prospect in the nation, No. 1 among all wide receivers, and No. 1 in the state of Georgia, according to the 247Sports Composite rankings. 247Sports listed him lower, as the No. 19 overall prospect, No. 1 at wide receiver, but No. 3 in the Peach State.

Haselwood chose the Sooners over Florida State, Georgia and Miami, while also holding offers from Auburn, Clemson, Florida, LSU, Michigan, Ohio State, Oregon, Tennessee and several others.

Mbake had been a silent commitment to the Razorbacks prior to his signing day announcement. He took an official visit on the Hill on the weekend of December 3-5 and made no other trips on the final weekend leading up to the early signing period.

According to the 247Sports Composite rankings, Mbake is a four-star target, the No. 297 player in the nation, No. 45 among all wide receivers, and No. 28 in the state of Georgia. 247Sports gives him a similar ranking, tabbing him as the nation’s No. 47 wide receiver and the No. 30 overall prospect in the Peach State.

247Sports Southeast Recruiting Analyst Andrew Ivins gave Mbake a thorough review, comparing him to former first-team All-ACC pick Sage Surratt of Wake Forest:

“Imposing target with a moldable frame,” Ivins wrote. “Should keep adding mass once lifting and working with a strength coach in college. Uses length to snatch ball away from body. Thrives in jump ball situations when he can out-rebound smaller defenders. Coordinated athlete with reliable hands. Competitive after the catch, always looking to get up field. Doesn’t shy away from contact and will try to run through a defender in order to move the chains. Understands the importance of blocking and working for his teammates.

“Owns a longer stride, but speed not considered a strength of his game. Gets open consistently, but can continue to improve route running in hopes of creating more separation. Produced as a junior playing in an offense that loved to get him involved in the short to intermediate passing game with bubble screens and quick slants. Measurables suggest that he can play on the outside at the next level, but could carve out a role as a bigger slot receiver given physicality and finishing skills. Has a chance to develop into a multi-year contributor at the Power 5 level.”

Mbake is the final piece to Arkansas’ impressive haul at wide receiver in this cycle, joining Fayetteville (Ark.) four-star Isaiah Sategna, Clarendon (Ark.) three-star Quincey McAdoo, and former five-star and Oklahoma transfer Jadon Haselwood.

The additions are needed, too, as the Razorbacks have to replace three departing key contributors in All-SEC pick Treylon Burks and seniors Tyson Morris and De’Vion Warren.

Samuel Mbake‘s week is San Antonio was a continuation of what we saw on senior tape. The On3 Consensus 4-star has dropped weight and has a sleeker wide receiver body type. Senior video showed a player that was both strong and physical on contact with a stiff arm to maximize yards after the catch. The physicality was on full display in the All-American Bowl practice setting. We saw an improved route runner with a strength in the short and intermediate game. His quick feet, height and length allow for the Peach State product to win in traffic and in contested situations. We do not see Mbake as a consistent winner vertically, so he will have to continue to develop double moves to create downfield separation. – Gerry Hamilton

Sanders, who was listed as the nation's No. 22 overall recruit as a 2020 graduate of Denton (Texas) Ryan, appeared in 24 games during his two years with the Crimson Tide. As a sophomore in 2021, he made 24 tackles, 2.5 tackles for loss, a sack, 4 quarterback hurries and 2 pass break-ups in 12 games. Sanders had 9 tackles and a quarterback hurry in 12 games as a true freshman in 2020.

As a recruit, Sanders was a five-star prospect out of Denton (Texas) Ryan in the Class of 2020. The 247Sports Composite rankings had him as the No. 22 overall prospect in the nation, No. 1 among all ‘athletes’ and No. 3 overall in the state of Texas. 247Sports listed Sanders even higher, at No. 13 overall in the nation, the No. 1 athlete in the country, and the No. 1 player in the Lone Star State.

National scout Gabe Brooks gave Sanders a glowing evaluation as a prospect in 2020:

“Big-framed jumbo athlete who could play high-major football on either side of the line of scrimmage in multiple spots,” Brooks wrote. “Owns outstanding height and frame length with a ton of space to add bulk. Physical profile fits edge defender and tight end. Playing experience at QB, tight end, receiver, and multiple spots on defense. Possesses size and athleticism to play traditional in-line tight end or a predominantly flex role. Shows good body control as a receiver. Adjusts well to the ball when needed. Encouraging consistency as a hands catcher. Owns a large catch radius. Motor runs high and physical style suggests high ceiling as a blocker. Will face adjustment to playing one position full-time after multiple roles in high school. Honing route-running precision and overall technique as a receiver will be keys in college. Great frame but must fill it out with proper bulk and strength. Can improve pad level and leverage consistency. Should become an impact Power 5 starter with the potential to reach an early-round NFL Draft projection.”

The Texas native had 3 tackles and a PBU in Arkansas’ 16-13 overtime win over the Tigers in Baton Rouge on November 13.

As a recruit, the 247Sports Composite rankings tabbed McGlothern as the No. 278 overall prospect in the nation, No. 20 among all cornerbacks, and No. 41 in the state of Texas for the Class of 2020. 247Sports listed him as the No. 47 cornerback in the land and the No. 73 player in the Lone Star State.

National analyst Gabe Brooks gave the All-American Bowl selection a detailed evaluation as a prospect:

“Tall and long cornerback prospect with very high frame potential relative to the position,” Brooks wrote. “Great height and length that manifest in breakups on the field. Experience on both sides of the ball with ball skills that aid in the secondary. Size and length suggest plenty of potential as a press corner. Should be reliable in red-zone situations. Has shown good awareness in off-man and zone coverage with encouraging anticipatory skills. Natural high-pointer who can turn into the receiver in 50-50 scenarios. Often plays too upright. Can improve lateral mobility and overall fluidity in coverage. Shows adequate top-end speed thanks to speed-building long gait, but can improve initial quick-twitch explosion. Again, owns a ton of frame space, but is narrow and will need to add some strength transitioning to college. Tall DB with potential position versatility, ball skills, and awareness who could become quality Power 5 starter.”

Arkansas has top transfer portal class

You can make a strong argument nobody has recruited the transfer portal better this offseason than Arkansas’ Sam Pittman.

The Razorbacks join only Oklahoma as the two programs in the country with at least three committed transfers who ranked as four-star or higher recruits coming out of high school.

In fact, Jadon Haselwood, who ironically transferred from Oklahoma, was a five-star prospect in high school. Alabama linebacker transfer Drew Sanders was also a five-star recruit.

Sanders joins two impact four-star transfers from LSU in EDGE Landon Jackson and cornerback Dwight McGlothern. All three will add immediate talent and compete for starting roles on the Razorbacks’ defense.

Haselwood should also be an immediate impact player for Arkansas’ offense. He registered at least one catch every game for Oklahoma in the 2021 season, finishing with 39 receptions for 399 yards and six touchdowns. Haselwood also averaged 10.2 yards per reception.

The fifth-year senior will have one year of eligibility remaining at his next stop as the COVID season of 2020 did not count against his NCAA clock. Brini started in 11 of the national champion Bulldogs' 15 games this past season, recording 38 tackles, 2.5 tackles for loss and 8 pass break-ups on the year.

For his career, the 6-2, 210-pound safety has posted 50 tackles, 5.5 tackles for loss, 1 interception and 9 pass break-ups. Brini had a season-high 5 tackles in three separate games against Auburn, Florida, and Tennessee. He recorded one tackle and a pass break-up in Georgia's 37-0 win over Arkansas on October 2.

With the Razorbacks, Brini could be asked to fill the positions left by Joe Foucha (safety) or Greg Brooks Jr. (nickel), both of whom transferred to LSU earlier this month.

Georgia signed Brini out of Hialeah (Fla.) Mater Academy in the Class of 2017. Brini was a 247Sports Composite three-star prospect ranked as the No. 50 cornerback in the nation and the No. 66 overall prospect in the state of Florida. 247Sports had him rated higher, as the No. 41 cornerback in the country and the No. 52 player in his home state.

Brini is Arkansas' sixth incoming transfer of the offseason, joining wide receiver Jadon Haselwood (Oklahoma), defensive lineman Landon Jackson (LSU), linebacker Drew Sanders (Alabama), cornerback Dwight McGlothern (LSU), and walk-on quarterback Cade Fortin (South Florida).

The Razorbacks are still on the market for more transfers. Defensive line, linebacker and defensive backs are thought to be Arkansas' top priorities.

On3 Consensus - # 17 -> # 22

On3 - #21 -> #36 (Dropped all 3 of our top 3 - Sategna, Kutas and Chamblee).

Sategna moved up 92-grade to 94-grade on 247. 5.8 to 5.9 grade on Rivals and 80-grade to 83-grade on ESPN.
He dropped on On3 from 94-grade to 92-grade.

Kutas dropped on On3 from 94-grade to 92-grade.

Chamblee dropped on On3 from 93-grade to 90-grade.

The transfer portal will get a new injection of talent following spring practices around the country.

If the Hogs do opt to add three more recruits later what could they be? It’s likely to be someone who can play on defense. The Hogs have added two transfers for the secondary, one at linebacker and another on the line. The only transfer on offense has been a wide receiver. If the Hogs opted for another player on offense it would likely be a tackle.

Here’s where Arkansas’ scholarship total stands as of today (Hts, Wts are from the Arkansas Football roster on the official site). The Razorbacks currently have 82 players on scholarship by my count. A school is allowed 85.
