Fraud would be listing covid as a COD without symptoms/autopsy analysis/positive tests confirming so. I highly doubt there is 20% of that happening as you claim. Probably much lower and thus not worth discussing. I also imagine there are plenty that are being ignored in red states.
About 5k deaths were added without a known cause of death out of 25k. That's 20%.
And according to your own description of fraud, it fits. No symptoms, no autopsy and no positive test.

Ok, let’s see the link making this claim that a massive increase in deaths is just a coincidence and is totally unrelated to the covid outbreak happening right outside the door.
