You didn't answer the question. I'm asking you what is considered fraud since these deaths were claimed without proof.

20% isn't an insignificant amount.

Averages don't mean it's that amount year after year. Some years are higher, some years it's lower.

And you avoided the point I made. It’s not a coincidence. Most of those deaths are likely attributable to covid. It’s well above the average of normal.

Fraud would be listing covid as a COD without symptoms/autopsy analysis/positive tests confirming so. I highly doubt there is 20% of that happening as you claim. Probably much lower and thus not worth discussing. I also imagine there are plenty that are being ignored in red states.
