Bottom line is that this was a large, unstable man that needed to be arrested. The cops were there to detain him. There are 1000 different ways that can play out. In the video, Harris cycles from the Hulk to passive to trying to get back into the vehicle. The best way to handle this is the safest (physicallly and legally) way for you and your fellow officers.

Engaging in a physical confrontation with a large, unstable man gets you picked up 7 feet in the air and slammed. As soon as this got even a little sideways, one of the officers should have deployed the prongs into Harris.

That solution no longer makes Harris a danger to you or the public. It also gets the job (detaining Harris) done in the safest way possible.
