Do you not understand how much more money the top 5% of programs have? They will horde the top talent worse than they do already because they’re the only ones who can afford it.

Here's how I know you're talking out of your arse: you said top 5%. There's 130 D1 FBS teams. That's 6.5 programs numb nuts. No they will not be the only one to afford the top players even schools like Rutgers get over $100,000,000 in revenue yearly. The money is there throughout the country. Also, the top of the top recuits will demand exponential more than your average middle of the pack recruit and the top teams won't be able to get everyone. It's just not realistic.
