Could it be that the school academic standards may have been a bit too much for some of them, rather than a deliberate plot to hold them back.

But, the 19 years old by 1 Sept ineligible rule applies to all LHSAA schools public and private, like a lot of other states. So, holding them back at a younger age should probably be done with caution in case they slip up again later on and lose eligibility by their senior year. Plus, if you were born in February, that includes 5+ months of birthdays within your academic year who could have been older than you without ever having been held back.
