Early enrollees can't play, but folks already on the team who have played in the maximum four games without burning their redshirt (such as Ty Simpson) CAN play in the bowl game and still keep their redshirt.
I dunno if that's gonna be an ongoing rule, or if it was just implemented for this year.

It's my understanding that it's only for this year. They would have to make an additional change to make it permanent. Don't know if this was just a trial, or why they decided to implement it this year.
