It's not an odd bar.
Those are not good offenses scoring those points, nor good teams with outstanding offensive talent.
That schedule was a laughing stock. Especially in terms of offense.

It’s odd because it’s so low, especially when you consider how terrible their offense was. Only 1 team scored over 27 offensive points on them, and that was in the bowl with a lame duck coach and only after a meaningless last second score.
