That is referring to the drink vendors that are actually walking around the seats, the guys with the drink trays. Doesn't mean you can't take your concession back to your seat. They serve it in a cup so you can take it back into the stadium.

That makes more sense, I just didn't read it that way originally.

Yeah I think they're saying guys like this won't be selling beer. Fans will have to go get a beer if they want one.
