He is not allowed to advance or touch the ball first if he is out of bounds when losing control of the ball. He was not out of bounds. The ball bounced off his foot and he lost possession of it. So show me a rule that says that if the ball bounces off of his foot and he loses possession of it. That ge is not allowed to advance the ball. If which he is able to pick up the ball and dribble again.
