Yes,.
A sacred ceremony—similar to a bris—is held, and her handler uses a special knife to debark her.
The vocal cord tissue is saved and placed inside a jar.
I can’t tell you what’s done with the jar; that’s classified.
( Video of Rev barking. Not sure what you witnessed, but she retains full bark volume. Perhaps she had a cold when you saw her?)

I guess so, didn't sound like a normal dog bark when I saw her so that must have been it.
