Literally almost impossible. In practice, it is impossible. The only way there can be "equal criteria" where every program has the "same requirements" is to somehow force two teams to play the exact same schedule against the exact same teams in the exact same order (can't have a team facing an improved/worse opponent later in the season, right?) You seem to be under the impression that the committee is sitting around talking about teams like a group of 14 year old girls squealing about who the handsomest boy is. They're using all sorts of criteria, not to mention checking the computers (most of their rankings align heavily with the still-extant BCS rankings.) You're assuming that it's a "beauty contest" without defining what you mean by that, or proving that this is a reasonable description of what they are actually doing.
