Just because somebody offers you a game at a neutral site it doesn't mean you have to accept. 
Are you under the impression that UCF can go to any school in the country and offer them a neutral site game and they have to accept?

Can you imagine that call when ucf calls Texas and says you must play us at a neutral site?
Does the Texas ad laugh then or wait until he hangs up on Danielle White?
