Decision making is important, he sucks at it like bottom half of the SEC sucks. He also isn’t accurate that’s not a good combo. I don’t care if he can throw it 80 yards, he’s a below average QB.

I don't think he's doomed to stay where he's at all (I've seen too many QBs improve with hard work and experience to believe that) but right now his biggest strength is that he can throw a beautiful deep ball and can be a surprisingly good runner when flushed out of the pocket.
However, checkdowns don't come naturally to him. He struggles with blitzes badly and he's not accurate enough on short and intermediate throws. His OL doesn't help but he's still holding the ball too long/too slow to make a decision.
He has the arm talent and can improve (a lot of his flaws are between the ears and experience and time can help that) but right now he's struggling with a lot of things good defenses will make him pay for.
