It's more than likely a matchup situation than it is being passed on the depth chart. Surtain has the build for a lockdown outside corner so it's an opportunity for experience while fitting the mold. Diggs may be better suited for quick slot receivers. Hence why Diggs stays at outside after Surtain comes out (experience), albeit that might change as the season progresses.

It doesn't necessarily mean he's better/worse as a player. For example; Dominique Rodgers Cromartie is known for switching to nickel four years into his career and he's been a fantastic corner since. The Nickel has been a base defense for years now across college/NFL, it's more of a starting position than a bench position.
