They aren't.
Millionaires would rather do business in a state with 5% income tax than 12% income tax. We aren't giving them "tax breaks". They just happen to be paying a lower rate than what a more predatory state would charge them.

That would be true if all companies were paying the same rate, but the larger corporations are getting a discounted rate, sometimes indefinitely.
