The required payrolls, facility upgrades, academic/student athlete services expansion are one thing, but the cost for him to recruit at the level he requires/desires would be extraordinary given the limited regional recruiting.
I don't think the question is could he succeed. The question would be could KU Athletics afford for him to establish the conditions he needs for long term success. It would certainly cause a hit in KU BB budget until the ball got rolling, which may be a Bear-Rupp deal breaker like at UK back in the day.
Lawrence is a pretty fun college town though, so there is that.

Saban could recruit Texas and Missouri. He could also mine Arizona and Colorado.
In his second season Saban had Bama in the SEC Championship against NC Florida.
In the defense poor Big 12 Saban's style of running and defense would get him to 10+ wins in 3-4 years. Look who he is coaching/recruiting against. Outside of Patterson there is not another top tier coach.
