No they don't. I have to request records like this all the time. They're not free, but you can always get them if you need them. Many clerk's offices will e-mail them to you.

I don't know why you're trying to turn a misdemeanor DUI offense into a conspiracy. DUIs are negotiated down all the time. And prelims are reset all the time.

DUI's are never negotiated down in Georgia. You can get your punishments negotiated down. The charge sticks, unless the cop screwed something up.
I guess this is an Alabama thing? Or you say you are in Tennessee, is this a Tenn thing?

So I'll just call up and say "Here's my credit card number. I need Deshawn Hand's court records sent to my email address at xxx@sss.com."
No, they'll ask me for case number, docket number blah blah shite I have no idea.
I'm not a fool, bro. I am not an attorney but I've dealt with enough municipalities to get public title and real estate records to know you can't just call up Cindy at the courthouse and have her email me Deshawn's court transcripts.
At least not in Georgia. Everything is a big fricking hassle here.
