Are there any smaller cities in eastern Tennessee that have a decent school system and at least somewhat affordable housing?

Maryville/Blount County would be my recommendation. Maryville City has a very good public school system. Possibly one of the best if not The best in East TN. The city has a little North of 30k+ with Blount County having around 130k+. Plenty to do there on it's own, but it's only 20 minutes away from Knoxville/Knox County for better shopping/nightlife as an added bonus. Beautiful Mountain views looking East. Peaks close to 6k ft in some areas of the county. One of the Gateways to the GSMNP. Very clean and safe area. McGhee Tyson (Knoxville Airport) is actually in Blount County so that's another major plus. 5-10 minute drive to and from the airport. Great career opportunities in the area between Blount, Knox and Anderson Counties.

Just a ton of positives IMO.

Added bonus: You couldn't be anymore in Big Orange Country if you tried.
