Penn State is a blue blood that has a rich tradition of winning. They have all kinds of institutional advantages that help them compete. OM was no more than a flash in the pan. The way this has been handled is a study in contrasts and should tell you exactly why OM will have a hard time recovering. Their best hope is to catch lightning in a bottle but even then I doubt it would sustain itself longer term.
OM has a TON of work to do just to lay the groundwork and that's before you get into coaches, players, etc.
