Both regular season and tournament champions are in fact conference champions. It's not one of the other.
But not all championships are created equal. The regular season one holds more weight than any weekend or week long tournament.

Debatable. One holds the weight of automatic NCAA tournament bids and the other depends on the strength of the conference.
Tourny championships hold more actual weight and implications. Regular season championships are harder to accomplish. They're both different and similar. They each hold a certain prestige.
