You made a funny. But it is actually workable. Take your proposal, and still play the championship game.
If someone from the Generals Division knocks off a Blueblood, so be it. Conference champion. The playoff committee will still pick whoever they want, so that may not mean as much.
Only thing is with the top and bottom two possibly swapping, it can mess up rivalry games you want to keep going in perpetuity.

I don't think we'd need a Conference Championship Game with this scenario. With all the guaranteed competition between the top teams, this would probably increase revenue.

If one of the teams drops out, the you can schedule it out of conference if you must have it.
