Historically mediocre programs, recruiting, & perception question

Do Ole Miss's issues and apparent cheating going on, by their standards, a ridiculous recruiting run just prove the old adage if it walks like a duck it's a duck?
I'm not talking a local 5 star choosing the home team every now and then, that's going to happen.
But when you have a team that has won nothing in 30 years and has been a persistent "just there" team, recruit at the clip Ole Miss was a few years ago I can't help but think that any school with a similar pedigree is also doing something nefarious.

When you sign multiple top players in a single class after doing jack shite for 30 years its a huge red flag. The OM boosters got greedy and impatient. No one would have really dug into it if they had started with getting the instate kids and winning a few more than usual. Over time if you establish yourself as a winner no one will question why a five star wants to go there.
