What does "turn around" mean?

You need about 4-5 years to know whether a football coach is going to succeed (even if it hasn't actually happened yet). Basketball takes half as long.

After two years you should know if you've got a good or bad basketball coach.

yep. If it means going to the dance it could be awhile. You have to get a good class and that's not happening until next year if you are being very optimistic. Then they have to show up on campus and adapt to college and learn how to play. Then the next year they could be ok. So 2020 if things go VERRRRRY well. Unless we get a 6'11" one and done.

It took Martin 4 years to get to the NIT at SC, he's now in year 5 and may make the dance
