That is no a universal law. In fact, I suspect it is limited to a very few urban areas with high auto theft rates.
As to the OP. If it is really, really cold I will warm it up before I leave for work. Since I live in central Alabama, that equates to a few days every year.

if you don't want to sit in a cold car, you should. That's my reason of warming up
