Please explain 2000-2007. If they conference and refs are in Bama's back pocket then how does that 8 year stretch of average occur?

Didn't Alabama football have some sanctions/probations in the early 2000's? I'm sure that was a factor in that "stretch of average" during that time period. I could be wrong, but I remember something about that.
