No it imply's that the whole SEC is mad at Freeze can recruit and are getting all kinds of external pressure to find something to pin our arse but can't. So they keep digging.

Setting a terrible precedent like giving players immunity tells you that nothing came out of the messages as much as yall want it to. If they had that they could bring the whole ship down and wouldnt continue on a 4 year investigation that has netted 15K in improper benefits.
