No, John Bond clearly is NOT on record saying that. He is on record saying that Newton contacted Bill Bell about payments, and Bell called Bond to tell him there was a problem. Bond then called AD Greg Byrne.
If you want to believe MSU tried to pay Cam, you can have your little fantasy. But don't claim it was "proven" or that Bond is on record admitting it.

It's not fantasy. You wanted to purchase him but a more attractive offer came along. Why don't State fans like capitalism?
