Where did you get that impression?

And my apologies, I was reading up on his House of Reps elections.

Scott was appointed, not elected to the Senate

ok, but he still only 1 of 2 black senators in the country, and only a small percentage of black voters even vote GOP.

Dem party did not run somebody against him b/c they knew GOP, mostly white voters, would vote for him.

he ran for re-electon after his first term tho.

i don't really understand what your point is. the fact that a female indian Republican governor appointed him makes my general point as well. SC doesn't have the same stigma as Bama, which i don't think is fair but it exists.
