Just because Tunsil gave him the old phone doesn't mean that the guy owns the instagram account, twitter account, e-mail etc.

If I sell someone my laptop, and forgot to log out of my bank, that doesn't mean they own the money in the account.

Once he changes his passwords, I doubt the phone has much value to the NCAA.

well, what could get dicey is if he took screen caps of any compromising posts from his social media. additionally, there's no telling what pictures could be stored on the phone itself. of course, this is all assuming the story about him having Tunsil's old phone is true. However, if the dude gives up Tunsil's phone to the NCAA, he's almost admitting to a crime, a felonious crime, as well, and opening himself up to a lawsuit. Anonymity is his friend right now.
