All crimes require an indictment of presentment before they can move on to circuit court. Nothing strange about that. What is slightly atypical is he wasn't charged first.

In Texas, only a felony requires an indictment. Manziel might be charged with a Class A misdemeanor if they allege bodily harm--if they can't prove that, then it's an offensive touching Class C (fine only--same as a speeding ticket). The DA taking a misdemeanor to the grand jury is a little unusual, and a sure indication that the DA doesn't feel like they have a strong case (but doesn't want to take the heat for dismissing the case).
