I think it was a requirement for MS to spend more on HBCs in MS.

I may be off on this one.

It was a court case that was decided 20 some odd years ago. It was about years of under funding the historically black universities in the state. It basically led to all of the state universities to have the same admissions standards. This is the reason State and Ole Miss can not raise their admission standards and pretty much anybody who can sign their name can get in (they don't have pass them, but they have to let them in).
