I think this is the most important point. He just hasn't been able to sign that many good arms.
As was already mentioned, he will probably go back out to CA and do fine because he can recruit the pitching and play small ball out there.

I thought Serrano was a highly touted guy with a good resume? Everyone was high on the hire at the time. Is is just a bad fit?
