I don't look at it that way. I tend to think outside the box a bit...
To me, this screams of Bert being prepared for a possible departure of our current DC Smith.
If Smith has a good season next year, the NFL could certainly be a possibility for him again.
Rhoads is a proven DC and will likely be here for two years, IMO. This gives Bert a leg up if Smith was to get a better offer with a good season.

Think outside the box or make stuff up? Unless you have sources that have spoken to you about this you are wildly speculating
Also your basis that Rhodes will be here long term is... that he will replace another coach who will have left after a short tenure
