But that is the point of the problem. You can't have a big budget and a welfare state unless you have a wealthy tax base. In other words a core group of wealthy people that will stay the course. Even a wealthy state like California learned that lesson a few years ago when they raised taxes so high that they did cause a flight out of the state. They had such a base that they did survive but La? I think it is a catch 22 situation for them. fwiw which may not be that much. La needs some good financial leadership and it may take some austerity that will hurt for a time but no pain no gain.
