Not if the coaches were fired before they coached a single game. That IS the definition of institutional control.
In the Tunsil case, no evidence at all that a coach was involved. Just Nissan Cannon Motors. Tunsil will be doing there adds when he signs his $15,000,000 contract in May with the Titans.

If a player or recruit receives benefits from a booster, the NCAA cannot hold the school responsible.
