You might could make an argument for Notre Dame, though IMHO you'd be wrong. USC... I don't think so.

Kinda surprised I haven't seen this link yet: https://www.cfbdatawarehouse.com/data/rankings/all_time_team_rankings.php. You might not like their methodology, but at least they DO HAVE a methodology that is quantifiable in nature and even to all teams.
