He can't transfer immediately to another SEC school. I think there is an SEC rule that doesn't allow transfers from other schools if they are suspended by original school at the time of transfer.

I could be wrong, but as I understand it his suspension would still be in effect transfer or no transfer. He would also have to sit out a year if he goes to another SEC school without being "released" or given the OK to do so by UF. Again, not sure, but I think that's how it goes.
