I'd like to see six teams.

Conference championship game winners (SEC, Big Ten, ACC, PAC) all get in automatically. The other two spots and seeding are determined by formula or committee, or a combo of the two. Big 12 champ, Notre Dame, everyone else can fight it out for the last two spots, but couldn't complain about getting left out. 3-6 play, while 1-2 get a bye.
