yes they did. in my screen shot, the helmets are already ricocheting off each other before the shoulder pads are making contact.

i have and other fb players, notably palmer who not only played but covers fb for a living, agree with my assessment. multiple flags were thrown. the play was reviewed and confirmed.

people are conflating their dislike of the rule with the rule itself. it was the correct call by basically every measure. my dislike of the rule has nothing to do with the reality of the rule.
