If you watched the game replay, and were honest with yourself, then you would know that Skipper moved before Hall jumped into the neutral zone. It's an objective fact, and anyone who watch a replay of the game and watched the play in real time, looking at Skipper in the initial play, would see it. On the replay of the play, they did not show the initial movement.
