Yes, he got lucky. If you have 12 men on the field and the ball is in "ready position", a timeout isn't supposed to prevent the penalty being called.

"Rule 3-5-3
ARTICLE 3. a. Team A may not break the huddle with more than 11 players nor keep more
than 11 players in the huddle or in a formation for more than three seconds. Officials shall stop
the action whether or not the ball has been snapped."

I just watched the replay to see. You could be right here. I guess it's iffy. Looked like three defensive players were not all set, moving around trying to figure out what to do, probably because there was an extra person and they were confused. Not sure if that would be considered "in formation for more than three seconds" considering they were moving. But they were definitely all clearly directly in front of the kick team. Just not sure on how "formation" is interpreted in kicking situations. Certainly possible the refs blew it.

The refs definitely blew it...they blew a ton of calls on both sides on Saturday. Tennessee benefited from a couple of bad calls, as well...and, it was the refs that moved the spot inside of the hashmark prior to the second kick. They had a horrible day.
