If a defender forces the runner out of bounds the clock does not stop. #82 was forced out by Neal #42. This is the rule. Danielson even explains it in the broadcast.

Except, in the video, you can see that the TE drags the defender out of bounds...the defender didn't force him out of bounds. He struggles to take 2 steps towards the sideline after the defender is on him. So, while that is the rule, it would not have been applicable in this case.
